Project Overview
The UK-wide, Major Signalling Framework is collectively worth £2.4bn throughout Control Period 6 (2019-2024), with a possible two-year extension between 2024-26 up to £3.6bn. The contracts were designed to boost the reliability of assets, decrease railway delays and increase network capacity across the UK.
Overview
Each bidder could win a maximum of two (of five) geographical areas. Siemens was required to a complete a PQQ and ITT phase, containing 14 and 29 scored submissions respectively and needed to prove it had the capability to upgrade legacy railway systems and integrate them into digital signalling solutions.
Approach
This was the third project undertaken for Siemens, which utilised the bid processes and response templates implemented on previous tender submissions.
Responsibility for systems engineering, reliability, project delivery methodology and financial submissions, worth 65% of the overall written submission score.
Undertook extensive research across Siemens to collate, analyse and refine how the business carries out the activities required in the tender, harnessing their experience in the UK and global rail market.
Followed our bid production process comprising of storyboarding (and sign off), followed by Bronze, Silver and Gold review stages supported by thorough feedback scoring and documentation.
Worked with Subject Matter Experts to create written responses that met and exceeded all client requirements within tight page counts.
Maintained a Requirements and Commitments Tracker to support the Bid Director, Financial Modelling and post award.
Results
Both PQQ and ITT submissions were delivered on time. Siemens won the maximum two of the five geographical areas – Scotland and North West & Central regions.
