TransPennine Route Upgrade – West of Leeds

Project Overview
The TRU programme aims to deliver improvements to connectivity and capacity on the TransPennine route between Manchester Victoria and Selby / York via Huddersfield and Leeds. Its goals include:
- Leeds to Manchester Victoria target journey time of 44 minutes with 1 stop
- York to Manchester Victoria target journey time of 67 minutes with 2 stops
- Capability to operate 8 x 24m vehicles for InterCity services and 6 x 24m maximum for local services
- A performance target of 92%.
Overview
The successful tenderer is required to provide a European Train Control System (ETCS) Level 2 solution, complete with any required Global System for Mobile Communications for Railway (GSM-R) upgrade, capable of delivering Indicative Train Service Specification and its associated timetable on the TransPennine Route in the West of Leeds area.
Approach
This was the fourth project undertaken for Siemens, which utilised the bid processes and response templates implemented on previous tender submissions.
For the PQQ, a total of 14 written submissions were delivered, covering train control technology system design, maintenance, asset management and integration, plus resourcing, sustainability and project planning and delivery.
Each needed to include a broad range of evidence and risk management techniques to achieve maximum scores.
Worked with Subject Matter Experts to create written responses that met and exceeded all client requirements within tight page counts.
Maintained a Requirements and Commitments Tracker to support the Bid Director, Financial Modelling and post award.
Results
The PQQ was submitted to Network Rail on time, with the bidder shortlist currently pending.
